
Organizers of the 23rd Doha Forum have announced the final lineup of speakers, partners, and sessions ahead of the global gathering on December 6-7. This year’s forum is themed “Justice in Action: Beyond Promises to Progress.”
Held under the patronage of Qatari Emir Sheikh Tamim bin Hamad Al Thani, the event will bring together heads of state, senior ministers, policymakers, and global experts to discuss solutions to pressing international challenges.
The 2025 edition comes at a time of heightened geopolitical tensions, growing humanitarian needs, and rapid technological change, highlighting the importance of collaboration on global issues.
Doha Forum executive director Mubarak Ajlan Al-Kuwari, said the event continues to provide a platform for diverse voices. “In a world facing overlapping crises, the call for fair, accountable, and collective governance is more urgent than ever.”
“Doha Forum remains a key space to explore how diplomacy, development, and humanitarian action can intersect to deliver measurable, inclusive progress,” he added.
Confirmed speakers include: Ghana President John Dramani Mahama, Syrian President Ahmed Al-Sharaa, Qatar Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Lebanon Prime Minister Nawaf Salam, Kurdistan Region President Nechirvan Idris Barzani, Turkey Foreign Minister Hakan Fidan, Spain Foreign Minister José Manuel Albares, Nigeria Foreign Minister Yusuf Maitama Tuggar, Liberia Foreign Minister Sara Beysolow Nyanti, Greece Foreign Minister Giorgos Gerapetritis, World Economic Forum President and CEO Børge Brende, Former U.S. Secretary of State Hillary Clinton, Microsoft founder Bill Gates, Chair of the Gates Foundation.
Key sessions will include:

- AI as a Double-Edged Sword: Strategies for Responsible Use in the Military Domain – addressing security risks and governance gaps in defense-related AI.
- U.S.–China Relations: Navigating the Risks and Opportunities of a Changing Global Order – examining trade, diplomacy, and power dynamics amid rising competition.
The forum is expected to host over 6,000 participants from more than 150 countries. Organizers describe it as a space where diplomacy meets action, fostering collaboration, accountability, and progress.
