The Philippines and Japan have entered into a landmark partnership aimed at building a cleaner and more sustainable energy future for both countries.
The agreement was formalized Oct. 17 through a Memorandum of Cooperation (MoC) signed by Energy Secretary Sharon Garin and Japanese Trade Minister Muto Yoji during the 3rd Asia Zero Emission Community (AZEC) Ministerial Meeting in Kuala Lumpur, Malaysia.
The partnership supports AZEC’s goal of achieving net-zero emissions in Asia by promoting diverse energy pathways tailored to achieve country’s needs.
“This partnership with Japan is a long-term investment in a sustainable future,” Garin said. “This is not just about reducing emissions, it’s about creating jobs, fostering innovation, and improving the quality of life.”
Under the MoC, Japan will share technology and expertise to help the Philippines develop clean energy projects and boost skills in emerging industries. Areas of focus include renewable energy, hydrogen energy storage, liquefied natural gas (LNG), and carbon capture, utilization, and storage (CCUS).
Japan’s Ministry of Economy, Trade, and Industry (METI) will provide comprehensive support though the Asia Energy Transition Initiative (AETI). The two countries’ energy agencies will oversee the partnership’s implementation, which will last four years with possible extensions.
The signing, witnesses by Philippine Ambassador to Malaysia Maria Angela Ponce, took place after the 43rd ASEAN Ministers Energy Meeting.
The partnership aims to strengthen bilateral ties, enhance energy security, and help meet climate change goals under the Paris Agreement.
